NJBFAA MEMBER UPDATE
Re: Residential Smoke Alarm Systems
If you’ve been reading the newsletters and/or attending our Regional
meetings, you are aware of R313.1 regarding low voltage smoke detector
installations in residential applications.
Over the last ten months, the NJBFAA has been relentless in our efforts
to bring the most updated information and possible solutions to the
members. We hope this effort has benefited you in some way. Our job is
not done. We have listened to your concerns and understand your
frustrations. We have taken another step forward on your behalf.
Recently, the NJBFAA hired an outside Fire Safety consultant to
represent our organization in our efforts to bridge the gap between
what was adopted by the IBC/IRC and what is best for the Dealers and
Homeowners in the State of New Jersey.
We have suggested that the DCA issue a “bulletin” that would provide a
method that allows the installation of low voltage fire detection
systems in a manner that will conform to the requirements of the NJUCC
with a provision that a variance process be used for the installations
and that the approved variance contain conditions that the system be
required to be electronically supervised and maintained under contract
with a qualified firm for the life of the system. At any time a
contract was not renewed, the firm would be required to notify the fire
protection subcode official in writing.
A second area addressed by the suggested “bulletin” language is the
installation of smoke detectors for “supplemental” protection. The
newly adopted code requires line voltage 110 volt AC powered smoke
alarms to remain in place to provide for the necessary life safety
protection, and the smoke detectors installed would only serve to
provide “supplemental” signals to a monitoring station for the purpose
of notifying the fire department of alarm activation.
On December 4, the Fire Subcode Advisory Committee met and discussed
the issue of residential fire alarm systems. The NJBFAA representatives
were given the opportunity to speak and distribute documents to support
our recommendations.
Other committee members also spoke and distributed a video. Although
these other members want the Code changed, there were many technical
inaccuracies in their presentations, and therefore, their
recommendations are not supported by the NJBFAA.
The Committee tabled any action until their next meeting in February so
they can review the submitted material. We will continue to work with
DCA on the bulletin. We are confident it will get transmitted based
upon our conversations with the DCA to date.
As always, we will keep you up to date with the latest information. |
